JUDICIAL SERVICE COMMISSION RULES
ORDER 1 – Meetings of the Commission
1. CONDUCT OF MEETINGS
(a) The Judicial Service Commission as established under the Constitution (referred to in these Rules as “the Commission”), shall hold a statutory meeting at least once a month and an extraordinary meeting whenever it is summoned by the Chairman by written notice to the members.
(b) The quorum for a meeting of the Commission shall not be less than one-third of its members present at the meeting.
(c) The Chairman shall preside at any meeting of the Commission but if the Chairman is absent, the members present shall appoint one from their number to preside at the meeting.
(d) The Commission shall pass its decisions and recommendations by the majority of the opinion of the members present at the meeting and upon equality of votes; the Chairman or other person presiding shall have a casting vote.
(e) The Commission shall cause full and accurate minutes to be kept of the proceedings of each meeting of the Commission.
(f) where the commission desires to obtain the advice of any person on a particular matter, it may co-opt him to attend for such period as required; but such co-opted person shall not be entitled to vote at any meeting of tn” Commission and shall not count towards a quorum.
(g) The commission may appoint one or more committees to carry out on its behalf such of its functions as it may determine.
(h) Any member of the Commission who has an interest in any contract or transaction entered into or proposed to be considered by the Commission, shall disclose the nature of such interest at a meeting of the Commission which shall be recorded in the minutes and the member shall not take part in any deliberation or decision of the Commission with respect to the contract or transaction.
(i) Subject to these Rules, the Commission may make any additional standing order regulating its proceedings at meetings.
