MEAT ANIMAL TRAFFIC TRADING AND SLAUGHTERING LAW
A LAW TO CONTROL THE MEAT ANIMAL TRAFFIC, ITS TRADING AND SLAUGHTERING IN LAGOS STATE AND FOR CONNECTED PURPOSES
[Commencement] [27th April, 1993)
1. Cattle Trading
(1) It shall be unlawful for any person or group of persons to trade in cattle, in any market or place within Lagos metropolis.
(2) All trading in cattle shall be conducted at Abattoir and Lairage Complex at Oko-Oba Agege.
2. Route and Entry
(1) Route for vehicles conveying cattle shall be as prescribed by the appropriate government agency.
(2) A vehicle conveying cattle into the Lagos metropolis shall not be allowed to pass through any other route apart from the route specified by the appropriate government agency.
3. Slaughter of Animals
A person shall not slaughter any cattle which is intended for sale or dress the carcass of any such animal in any place within Lagos metropolis other than at the Abattoir.
4. Penalty
(1) It shall be unlawful for anyone to contravene the provisions of Sections 2, 3 and 4 of this Law.
(2) Any person who commits an offence under Sections 1, 2 and 3 of this Law shall be liable on conviction to a fine of Forty-five Thousand Naira (₦45,000.00) or a term of imprisonment not exceeding twelve (12) months, and in the case of a corporate body, it shall be liable on conviction to a fine not less than One Hundred Thousand Naira (₦100,000.00).
(3) Without prejudice to the provision of subsection (1) of this Section, vehicles and cattles transported in contravention of this Law shall be impounded and forfeited to the State Government.
5. Exemption from liability
(1) The State Government shall not be liable for the sickness, death or loss of any cattle impounded for contravening the provisions of this Law.
(2) The State Government shall not be liable for any damage, deterioration or loss that may occur as a result of non-collection of vehicle impounded.
6. Arrest without a warrant
A person who commits an offence under this Law may be arrested without a warrant by a police officer or members of the Environmental Sanitation Task Force Agency or a sanitary officer or any other person duly authorised by the State Government in that behalf.
7. Incorporation of Cap. M2 with this Law
(1) The Meat Inspection Law and the regulations made under it shall form part of and be read in conjunction with this Law.
(2) Where any section of this Law is in conflict with the Law referred to in subsection (1) of this Section, this Law shall prevail.
8. Interpretation
In this Law, unless the context otherwise requires:
”Abattoir” means Abattoir and Lairage Complex at Oko-Oba, Agege;
“Lagos Metropolis” means all areas of Lagos State excluding Badagry, Epe, Ikorodu and Ibeju Lekki Local Governments;
”Meat Animals” means cattle and camels.
9. Citation and Commencement
This Law may be cited as the Meat Animal Traffic Trading and Slaughtering Law and shall come into force on 27th of April 1993.
