LAGOS STATE GOVERNMENT EDUCATIONAL MANAGEMENT SYSTEM LAW
A LAW TO PROVIDE FOR THE ESTABLISIIMENT OF THE LAGOS STATE GOTERNMENT EDUCATION MANAGEMENT SYSTEM (LASGEMS) AND FOR OTHER MATTERS

THE LAGOS STATE HOUSE OF ASSEMBLY enacts as follows –
1. Establishment of the Lagos State Government Education Management System (LASGEMS)
There is established a system to be known as the Lagos State Government Education Management System (referred to in this Law as “LASGEMS”).
2. Management of LASGEMS
LASGEMS will be managed by the Ministry of Education with technical support and guidance from the Ministry of Science and Technology.
3. Aim of LASGEMS
The aim is to have an effective technology-based administration and management control in addition to the existing Laws governing education management for public/private primary, junior, secondary and senior secondary schools in Lagos State.
4. Registration of Students with Government
(1) Every pupil/student studying in the State public/private primary, junior and senior secondary school must be duly registered with the Government.
(2) Every pupil/student registered in subsection (1) of this section will –
(a) register only once.
(b) be provided with a unique and permanent (lifetime) Student Personal Identification Number (SPIN).
(c) be provided with Student Identity Card issued by the Government.
(3) All school administrators and teachers in the State will register with the Government free of charge.
5. Electronic Database of Student Records
An electronic database will be set up in the State to –
(a) maintain comprehensive database records of all students in the State public/private primary, junior and senior secondary schools;
(b) collect and maintain personal details of all students including contact information of parents and guardians/sponsors;
(c) collate and update academic performance details, school attendance and disciplinary data per academic year; and
(d) maintain and process any other information on pupils/students, parents and guardians/sponsors for verification and monitoring purposes only.
6. State Student Identity Card
(1) The student identity card issued by the Government will be accepted as a valid and legal identity for a pupil/student for all educational transactions in the State involving the person whom the card identifies.
(2) Every pupil/student must carry the student identity card and display the identity card whenever in school uniform.
7. Registration Charges and Records Management Fees
(1) The Commissioner will be empowered to –
(a) charge student registration fee for private schools;
(b) charge records management fees per student in private schools per academic year; and
(c) prescribe the mode of payment.
(2) The Government will be responsible for the payment of the charges and fees for pupils/students in public primary/secondary schools.
8. Registration of Schools with Government
(1) Every primary, junior and senior secondary school operating in the State must be registered with the Government.
(2) Every school registered in subsection ( 1) of this section will –
(a) be allocated with a unique school identification code;
(b) provide all education management information/data to the Government;
(c) include the assigned school code in all transactions with the Government; and
(d) include the assigned school code in any document or any school name is listed or displayed.
9. Transfer Management
(1) The Government will be the clearing house for all transferring pupils/students in the State.
(2) It will be unlawful for any school to admit any transferring pupil/student without Government notification, processing and approval.
(3) It will be unlawful for any pupil/student undergoing any disciplinary sanction in any school to be admitted to another school without clearance from the former school and Government.
(4) It will be unlawful for any pupil/student expelled by any school to be admitted to another school in Lagos State without Government clearance.
10. Electronic Data/Information
The use of data information will empower the Government to –
(1) use technology to enhance the management of the education sector;
(2) publish summaries of education management information on the website where necessary;
(3) set standards for education management, data/information requirements, student identification number formulation; and
(4) communicate education management information and other government observations through the schools, pupils/students to parents, guardians/sponsors.
11. Penalties
The Government and its agents will be empowered to impose sanctions on schools, students, parents, teachers and individuals for false declaration, misinformation, and unauthorised use of data in the following instances –
(1) in a public school, the Accounting Officer is guilty of misconduct as provided in the Public Service Rules and the Public School(s) Code of Conduct Regulations;
(2) in a private school, the officer concerned is liable under the existing Education Law;
(3) a student in a public school is punishable as provided under the Public School(s) Code of Conduct Regulations;
(4) a student in a private school is punishable as provided under the Education Law and the State Universal Basic Education Law;
(5) a parent is liable under the State Universal Basic Education Law to a fine of two thousand Naira (N2,000.00) only for providing wrongful data; an
(6) in such other manner as may be determined by the Commissioner.
12. Interpretation
In this Law –
“Accounting Officer” means Principal, Head Teacher, Administrator and Proprietors.
“Commissioner” means the Commissioner for Education.
“Government” means Lagos State Government.
“LASGEMS” means Lagos State Government Education Management System.
13. Citation and Commencement
This Law may be cited as the Lagos State Government Education Management System Law and will come into force on the 14th day of May 2007.
